The Business Program of Marine Industry of Russia International Forum being held in Moscow at Gostiny Dvor Exhibition Hall was opened with a plenary meeting.
The first who spoke was Chairman of the Council of the Federation Commission for National Maritime Policy V.A. Popov. Having pointed out a global significance of the World Ocean, he defined outlined aggravation of competition for marine resources reflecting in economic, territorial and strategic safety of states.
Chairman directed attention of attendants to important initiatives of our state, namely, signing of the Marine Doctrine (Federal Target Program for the Strategy of Development of the Shipbuilding Industry) till 2020 which took place in 2006 as well as establishment of the Marine Board which purpose is to consolidate efforts of the entire Russian shipbuilding branch.
At the same time analyzing causes of failures, the speaker pointed out inconsistence of laws, uncontrollability of systems, geographical and interregional atomism of government authorities in the area of exploitation of the industry resources. Yielding the floot, V.A. Popov stated that there is a need for establishment of a united structure regulating Russia’s shipbuilding industry as a whole.
Deputy General Director D.E. Mironenkov presented to all attendants activities and lines of development of OAO United Shipbuilding Corporation. He told about key tasks of the company, features of its portfolio projects and future plans.
General Director of OAO Severnaya Verf Shipbuilding Plant, General Director of OAO Baltiysky Zavod, Director of Shipbuilding Project of United Industrial Corporation A.B. Fomichev noticed that development strategy of the shipbuilding formulated in the form of the Marine Doctrine is a guidance for all enterprises, research institutes and design and construction offices.
He agreed that cooperation of shipbuilding companies will make it possible to find competitive solutions for creation of the new generation up-to-date fleet. In his speech he also paid attention to discussion of new projects, namely, the LNG tanker (VS470 PSV Mh II project) and corvette Stereguschy (20380 project). At the end the speaker shared his views with regards to issues of shelf development.
Deputy Director of FGUP Krylov Shipbuilding Research Institute E.M. Appolonov noticed that the role of the “industry engine” step by step goes from the navy to the civil fleet. He pointed out the necessity of developing processing platforms and offshore ice-strengthened drilling rigs. According to E.M. Appolonov, the key task of the Russian shipbuilding consists in shelf development. One of the problems in this regard is severe and sometimes even extreme working conditions at offshore objects.
The speaker also mentioned the fact that the Government of the Russian Federation opportunely recognized industry problems and necessity of solutions, which developed into elaboration of the Federal Target Program for the Strategy of Development of the Shipbuilding Industry.
He reminded that Krylov institute is internationally acknowledged leader of the field. This is confirmed by its recruitment policy permitting to concentrate a considerable drawing and design potential which, in its turn, facilitated successful design of scientific and expedition vessel for the Russian Antarctic expedition as well as series of supply and auxiliary vessels. The specialists of TsNII are occupied with designing a port for liquid gas discharge.
Chairman of OAO Marine Bank I.F. Dergunov told about the policy of, and financial products offered by the bank. Marine Bank has been on the financial market for 21 years. I.F. Dergunov shared experience of work with shipbuilding companies which can be beneficial for other banks. He also expressed the view that Russian goods should be carried by Russian companies, and initiated a proposal on arrangement of a financial center of the Russian Federation for the shipbuilding.
General Director of OAO ZVEZDA P.G. Plavnik voiced suggestions on development of diesel-engine manufacturing, and highlighted the necessity of strong state patronage in all the areas of the shipbuilding.
Deputy General Director of VSK Insurance House A.V. Bogdanov told about importance of insuring marine equipment both at test and pilot stages as well as during its operation.
