On May 17 at ITAR-TASS a press conference took place dedicated to Marine Industry of Russia International Forum (MIR IF). At the press conference spoke Deputy Director of the Administrative Department of the Government of the Russian Federation, Executive Secretary of the Marine Board of the Government of the Russian Federation, Vice-Admiral Aleksander Leonidovich Balyberdin, Deputy Director of the Department of the Shipbuilding Industry and Marine Equipment of the Ministry of Industry and Trade of the Russian Federation Andrey Aleksandrovich Kurasov, General Director of TsNII Kurs Lev Mikhailovich Klyachko, Advisor of the General Director for Private-Public Partnership of FGU Rostransmodernizatsiya Vitaly Vyacheslavovich Maksimov, PR Director of MIR Nadezhda Vitalievna Kuzmina.
A. L. BALYBERDIN: The Marine Board of the Government of the Russian Federation coordinates work of federal executive bodies on all aspects of marine operations. In the first place, it is implementation of Russia’s policy for marine transportation, seaports' development, the Arctic region and inland waterways. For the benefit of our economy and development of its core branches, the most vital are innovative shipbuilding projects and orders.
Today our shipbuilding industry is predominantly occupied with constructing naval ships, however it is also capable of building civil ships which meet requirements of the most demanding customers. The key point is to create conditions for domestic shipbuilders and customers, which enable to carry out rather expensive projects with long payback terms.
Anyway, if state is concerned with the industry development, we will develop the shipbuilding. The latest decisions of the President of the Russian Federation and the Chairman of the Government of the Russian Federation apply to developing both technological base of the shipbuilding and drafting a regulatory framework which is to stimulate customers. No vessel is constructed in the absence of a settled purpose, just in the hope that somebody would buy it. Each vessel should be constructed against the order of its customer whose interests and requirements it is to meet. So, without increasing the number of orders receiver by our shipyards, it is impossible to develop the domestic shipbuilding. It means that we have to increase the attractiveness of the domestic shipbuilding. The Forum results will be discussed at a regular meeting of the Marine Board held in Voronezh in the beginning of July.
A. A. KURASOV: Marine Industry of Russia Forum is very essential for the Russian industry and shipbuilding. Today shipbuilding is one of the rapidly growing branches: even amidst the crisis it grew by 30 per cent, which for the most part can be explained by the development of the civil shipbuilding. One of the main objectives of the branch consists in satisfying the demand of Russian customers, such as Gazprom, Rosneft, Lukoil, Sovkomflot and shipping companies. We hope for effective cooperation with management of corporate customers participating in the Forum.
L. M. KLYACHKO: The Business Programme of MIR Forum includes four “round tables” for different areas: perspectives and new competitive image of Russia’s shipbuilding industry, high-tech projects in shipbuilding, development of the fishing fleet, and civil tool engineering. I hope that during these “round tables” there will be developed suggestions for further development of the shipbuilding industry.
During past years, the Government of the Russian Federation, the Marine Board, the Ministry of Industry and Trade of the Russian Federation took serious measures to support the Russian shipbuilding industry in both legislative and financial areas. The strategy of the industry development was developed and approved. There operates the Federal Target Program for the Civil Marine Equipment, in the budget of the Russian Federation appeared the expenditures for subsidizing a share of the expenses for paying interest on credits. There were also performed measures for integrating the scientific and production and technological potential: United Shipbuilding Company was founded.
Nevertheless, some problems still await their solution: these are both normative and regulatory issues, and the conditions of the main production facilities. The main task of the Government here is to ensure the paying capacity and the demand for the production of the shipbuilding industry. Three years ago, only 5.7 per cent of the marine equipment was produced by domestic enterprises under the orders of Russian consumers. The Law on the Second Register was meant to correct the situation, however, in the end of the past year it turned out, that Russian consumers made practically no placement of orders for marine equipment within the country. But the rates of shipbuilding, including civil ships, affect directly the development of marine tool engineering.
All these issues will be discussed at Marine Industry of Russia Forum.
A draft of the Forum resolution was prepared regarding the measures required for the technical re-equipping of the scientific and research basis, implementation of innovative projects, development of organizational and structural transformations, keeping and growing the staff, regulatory support. All of this should facilitate the solution of the task stated in the Strategy of the industry development: to increase the presence of Russia at the world shipbuilding market from 2% to 5%.
V. V. MAKSIMOV: Rostransmodernizatsiya is engaged in the implementation of the general modernization program for the transport system of Russia. In particular, we are the State customer under the programme for the development of complex projects implemented on the basis of private-public partnership. The main part of the programme relates to marine and river ports. Within the framework of the Forum we organized the round table “Private-Public Partnership in the Implementation of Projects for Marine and River Transport”; at this event we intend to discuss in detail the plans of the Government for the implementation of these port projects, give a word to the representatives of the Government, market regulators, private investors, and regions.
N. V. KUZMINA: The organizers of the Forum announced the foundation of Journalists’ Contest. In the course of preparation for the Forum we maintained close contact with mass media. As a result, it became clear to us that most socio-political, business, and electronic mass-media were poorly informed about the current state of the shipbuilding industry, its problems and achievements. This all means that it is very important to draw the public attention to the marine issues. After all, the shipbuilding is not just ships, it is joint operation of numerous interrelated industries. And this area has a lot of issues, including social ones, that would be interesting to the public. The Provision on the Contest will be published after the Forum. The Contest starts on June, 15th, this year.
QUESTION: Is there in the Russian Fleet passenger and cargo ship comparable to the world’s best analogues?
L. M. KLYACHKO: The strategy of the shipbuilding industry determined the areas where Russia can and should compete with foreign manufacturers. However, in the area of building serial large-capacity vessels, Russia won’t be able to compete with South Korea or China in the nearest future.
A. A. KURASOV: During USSR epoch, all civil shipbuilding was concentrated in the Ukraine and CMEA countries, while no such ships were built in Russia. Sophisticated marine equipment is our primary task. So, we do not face the task of building large passenger ships. However, the Programme includes projects of river passenger ships with up to 200 persons capacity.
QUESTION: What practical measures will be taken for the development of the shipbuilding industry?
A. L. BALYBERDIN: Tax and other privileges have been provided for those who build ships at Russian shipyards and operates those ships under the Russian flag. But this process is still in gaining momentum. In such capital-intensive industries, where it takes several years and huge number of specialists and resources to create the finished product, one must not hope that the market will regulate everything. First of all, we have to develop those areas which are needed by the domestic market. For example, in some regions, river transport is the only means of transport connecting settlements and as such it has to be developed further. We are not ready to go out to the international market with the shipbuilding being in the current state.
QUESTION: What your forecast of the volume of shipbuilding contracts at Russian shipyards would be?
L. M. KLYACHKO: There are objective needs on the side of marine equipment consumers, and Russian manufacturers have objective possibilities to meet those needs. However, until present, these areas had very few common points. So, we need a directive that would request from the public companies to purchase domestic equipment.
Today, the programme for the shelf development is being worked out. Before 2020 we need to build more than 20 platforms at the northern shelf. One platform costs about 1 billion dollars. And the domestic shipbuilding industry could potentially receive this money. But we need to work to make this opportunity a reality.
A. L. BALYBERDIN: Today, on the instruction of the President of the Russian Federation, a draft Federal law On the governmental support of shipbuilding and shipping industry (these two processes cannot be separated from each other) is being developed. And much depends on the final form of the Law; it could become a very important stimulus.
QUESTION: How is private-public partnership organized in the marine industry?
V. V. MAKSIMOV: The principle which our new ports construction is organized upon is the object of investment. That is, the most costly objects of the infrastructure are determined to which the Federal budged invests directly. The a corresponding contest is held. After that, the objects in which a constituent entity will invest are determined. Then there remain private investors who mostly invest in all kinds of terminals.
